Park in Care Tower E Parking Lot.
Once in the parking lot for Building E, enter the building on the ground level (LEVEL 3). Take either the spiral staircase in the MAIN LOBBY or the guest elevators down to LEVEL 2, where the City Hall Conference Center is located.
